The Daily Environment Report (BNA) reports that the US has targeted a 17% reduction in emissions by the year 2020 in its pledge to the U.N. Framework Convention on Climate Change. However, the US will only consider the pledge binding if the “Annex 1 Parties [under the Kyoto Protocol], as well as the more advanced non-Annex 1 parties, have, by January 31, associated with the Accord and submitted mitigation actions for compilation.” So far 23 nations have indicated compliance with the Accord.
